In 1981, the National and Local Government Officers union submitted a claim for the regrading of typists and other local authority clerical workers. A programme of limited industrial action was introduced including "typing no more than 35 words per minute" and " returning all illegible scripts". After 30 typists were suspended for their work-to-rule action in Liverpool, some 80 members of other staff there came out on strike, only returning after 23 weeks when the claim was submitted to arbitration.
