The Federation was formed in 1916 with the main objective of equal pay. With the assimilation of women into the general grades of the civil service after 1920, it declined in membership and amalgamated with the Association of Women Clerks and Secretaries in 1932 to become the National Association of Women Civil Servants. This is a special issue of the Federation's magazine Opportunity from March 1930, published to mark the Royal Commission on the Civil Service 1929-1931.
