At the centre front is Michael Tomsky, Chair of the All Russian Central Council of Trade Unions, who was a fraternal delegate to Congress in 1924 and 1925.
Russian trade unions contributed some £250,000 to the Miners Federation during the lockout, but a cheque for £26,000 sent to the TUC was returned. Tomsky sent a letter to the 1926 Congress, which the British government had prohibited him from attending, criticising the General Council's handling of the General Strike.
