Russia: the acid test, published by the National Peace Council in 1918, calls for the withdrawal of Allied troops from Russia and opens with an excerpt from the Labour Party manifesto. The National Peace Council was founded in 1908, after the 17th Universal Peace Congress in London. It brought together representatives of numerous British organisations with an interest in peace, disarmament and international relations.
