National Council of Action statement on Russia, August 1920

This Statement by the National Council of Action dated 10 August 1920 calls on local trades councils and labour parties to establish local councils of action to organise resistance if war is declared against Russia. The Russian-Polish War of 1919-1921 was a conflict over territory in present-day Ukraine and Belarus. The British government announced that they would send military supplies to Poland to assist the Poles in their fight against the Bolshevik forces. The TUC and Labour Party responded by threatening national strike action and established Councils of Action to resist British intervention. This leaflet from the National Council of Action contains instructions for the setting up of local Councils of Action and over 350 were established across the country, largely based on trades councils.
