Soon after the outbreak of war, the Government began to evacuate civil servants from large cities. Civil servants from London were dispersed as far away as Blackpool in Lancashire. This cartoon appeared in an article complaining about the poor working conditions and billeting accommodation provided for evacuated staff in the Civil Service Clerical Association magazine Red Tape for December 1939. The cartoon is reprinted in 'Yours for action', a history of the CSCA by Bernard Newman [1953].
